Oakwood Homes is the master developer for Villages 1 to 3 and Villages A to D—approximately 2,500 acres of the nearly 25,000 acre Banning Lewis Ranch master plan. Other developers are responsible for the other portions of the project.
The original master plan was approved by the City of Colorado Springs in 1988 and was completed on a high level. Since that time, zoning and buildings codes and local government requirements and demographics have changed in Colorado Springs and the Pikes Peak region, which will continue to impact the future development of Banning Lewis Ranch.
In addition, more specific engineering and design constraints have been identified that necessitated a review of the 1988 master plan. These changes, including conforming the updates to the City’s planning and zoning codes, require Oakwood Homes to revise and update the master plan. Oakwood and Oakwood’s predecessors have implemented at least five master plan amendments on the areas that have been or are presently under active development.
Oakwood continually conducts land-use studies to plan for the types and styles of housing—as well as schools, parks and open space, and other public improvements—to meet the overall goals and requirements of the BLR master plan. Current projections for residential densities and commercial uses are below the densities contemplated in the 1988 master plan—and that has led Oakwood Homes to request an update to the original plan for the land north of Dublin Boulevard.
